Use udev rules to avoid sudo #7

By adding udev rules such as 99-rkdeveloptool.rules to your repository, users can avoid the need for sudo, letting users execute rkdeveloptool as their own user.

Maintaining such udev rules in your repository rather than in individual packages would make sure that any new VID/PID combinations make it into distros.

For the Debian world you may want to use the group plugdev instead of our users.

The udev rules seem to exsist here already. See bc4553264914253e3115c5b939ecd56c014c31d2 and 1eeab6be5a25a66041781bb8d566ff35cbc39f05 and ed570a73cd686bc107e86735cc24e443688eff08 and 21545e35b9435781dd7621cffa02ceeca8e16d25. But this file doesn't seem to be updated to include newer devices.

For example the new radxa boards. I have a radxa zero 3w which happens to have vid and pid 2207:350a. EDIT: it uses RK3566
