pak has been released frequently over the past few years, and I believe the stable version is now sufficient for our needs.

The global test failure seems to come from the fact that R 4.4.0 (released the day before yesterday) cannot be installed by rig on Ubuntu 24.04, which was released yesterday, and is unrelated to the changes made by this PR.
