refactoring / simplification of Dockerfile #1

Paging @cboettig and @ryangarner. Can foresee one more simplification: apt-get install ... for reticulate and tensorflow; the keras CRAN package is not yet available as a .deb.

Looks good to me, you should probably handle merges @eddelbuettel since I don't actually have an Nvidia platform handy I can actually test on...
