RStudio Server version aligned with MRAN date #69

RStudio Server version in rocker/rstudio is specified as latest version available at default MRAN date of rocker/r-ver (fixes #68).

I have transformed ARG into ENV, so we have now a persistent version of RSTUDIO_VERSION, which allows determining whether the new mechanism was used or not to build the rocker/rstudio container.
