[V2] Security Countil and oDAO Proposal details not displaying #635

oDAO

Issue with the oDAO list saying proposals are pending when they are not
Issue with the oDAO detail not displaying details of a valid proposal

Security Council

Security council proposal detail is not showing the detail of a proposal

steps to reproduce:

:~$ rp c o d 6

Security Proposal with ID 6 does not exist.

Was able to reproduce this in Docker mode installed using Packagecloud. The proposal details command works properly on a native mode setup.
