Following saturn 0, some NOs with leb8s that would benefit from bonus commission have still not joined the SP #705

Basically, these node operators are missing out on easy income.

We should update rocketpool node status to inform them.

Add some yellow to this section when a node operator isn't in the smoothing pool but has a minipool with a bond strictly less than 16 eth and a commission strictly less than 10%: image

Suggested copy:

<yellow>You have %d minipools that would earn extra commission if you opted into the smoothing pool!</yellow>
