Adjust Frostbolt to match Firebolt cooldown #560

Suggested by Horsey and Aureus, the Frostbolt Mage skill might need adjustment so that the Ice path is a more viable secondary skill tree option for Mages. Basically, the cooldown for Frostbolt is much longer than it's fire-based counterpart. While SPM tried balancing this out by giving Frostbolt a slow effect against mobs, it seems the longer cooldown meant to compensate for the secondary effect has instead possibly put players off from trying the skill as often as the fire counterpart.

The idea here is to either lower the cooldown to Firebolt's existing 2 second cooldown or eliminate it completely. This can be adjusted as necessary during testing to see which setup better balances things.

What we could also do is have matching cooldown times both abilities (lowering them to what firebolt currently is or do what you suggested and eliminate it) but also give fire bolt a secondary ability as to not discourage play from either element perhaps a per damage in the for of Dps for X number of seconds ?
