Talking with KitsuLiska I stumbled across a possible bug. I can send the Vampire Hunter's Pack (Level 1 token exchange bag) to anyone via the vault system.

This would allow me to make multiple accounts, do the level 1 quest and send all the items to 1 account.

OK I got another toon over to a Vault Keeper and this is 100% reproducible. I have traded the bag over to the other toon.
