[x] Update node_modules
[x] Add 3.8 change log to readme.txt
[x] Update Version and the BOGO_VERSION constant in bogo.php to 3.8
[x] Update Tested up to in readme.txt to 6.5
[x] Update Stable tag in readme.txt to the current stable version (3.7)
[x] Create 3.8.0 release on Github
[x] Create 3.8 release on WordPress.org SVN
