[x] Add 3.8.2 change log to readme.txt
[x] Update Version and the BOGO_VERSION constant in bogo.php to 3.8.2
[x] Update Stable tag in readme.txt to the current stable version (3.8.1)
[x] Create 3.8.2 release on Github
[x] Create 3.8.2 release on WordPress.org SVN
