debian package #14

Add it to debian, please.

ddcui is still alpha code.  There are still many issues to be addressed, some of which I've mentioned. It is nowhere near ready for inclusion in Linux distributions.

It is on github so that adventurous souls like yourself can play with it and send bug reports and more general feedback, which I very much appreciate.
