Add redhat-lsb RPM to devel server

Devel server needs lsb_release command to detect ROCKS.OS.VERSION.MAJOR in rocks-version-common.mk

Without this detection the following behaviors are observed...

• bootstrap.sh mirrors entire remote repository tree (and fills disk!)
• RPMs created while building the base roll (eg. rocks-java) are created with empty VERSIONs.
