User programmable hotkey support #665

Is your feature request related to a problem? Please describe. Keyboard shortcuts to execute some Lively actions.

Describe the solution you'd like Register windows hotkey and allow user to program various actions such as change wallpaper, close wallpaper, mute..

There will be preset actions like Set Wallpaper -> Select wallpaper from library with UI.

Users can also enter custom action by writing commandline control commands.

Describe alternatives you've considered Using Lively commandline controls with AutoHotKey.
