Distribution update from 15.3 to 15.4 - howto #417 #437

This pull request's proposal

Leap 15.3 is now EOL, provide the equivalent of our existing 15.2 to 15.3 update howto - modified accordingly. N.B. this howto now uses the zypper flag "--releasever=15.4" as some of our upstream repositories now use this mechanism.

@FroggyFlox & @Hooverdan96 popped this on in as it's well overdue and looks to be fairly robust. There has also been evident need both on our forum and in support email contacts.

Tested on a clean install originally derived from our last 4.1.0-0 stable installer ("Built on openSUSE" 15.3). This was then updated to the latest testing release along with all upstream updates. The instructions added in this pull request were then cut and past into a terminal on that install and all proceeded as intended.

PR product PRODUCTION published.
