Distribution update from 15.4 to 15.5 - howto #467 #472

Based on our existing 15.3 to 15.4 distribution update How-to. Includes version revisions, and the addition of the OpenH264 repo. Additionally we now specify a minimum Rockstor version prior to embarking on this distribution update.

Fixes #467

Merging as formats as intended. Part on an ongoing doc update series what is now due.

The linkcheck fails are to be addressed in a dedicated spin-off issue (no referenced).

Testing

This PR was proven locally when rendered via a production-like webserver. The method described was also proven to OS update - in-place - an install resulting originally from our 4.5.8-0 installer, x86_64 Leap 15.4 based. Which post-procedure then indicated a 15.5 base OS.
