Copy over GitHub workflow from master to testing #20

We have a new GitHub workflow file now in master that is required to also be in our testing branch. Resolve by cherry picking or the like.

Follow-up to issue #18, and pr #19: Add GitHub workflow to edit spec file post rockstor-core release #18 #19 relating to the master branch in this repo.
