Add link to EULA #4

During a typical Rockstor install we link to the EULA hosted at rockstor.com: https://rockstor.com/eula.html contained within this repo. However there are no links within the main site content to this page. It is proposed that we 'surface' this EULA so that folks are not necessarily presented with this text for the first time during install.

It may also be advisable to update the existing text to address our more recent release candidate installs. Essentially still GPLv2 however but with additional 'Marks' references inherited from our sed of our "Built on openSUSE" upstream base. See: https://github.com/rockstor/rockstor-installer/blob/master/config.sh for the referenced Stream Edit re Trade Marks.

Post issue #1 pr #22 we do now have a greater integration of this page's existing content:

Where as before this same content had no headers or footers and was a basic one line html entry.

It is proposed that we initially add sub heading to reference the v3 (existing content) and the v4 "Build on openSUSE" stream edited from upstream english version. At a later date we can add the other available translations but we at least, for now, can do the English version.
