Update EULA page re recent license clarifications #59 #60

Point to our docs for the canonical package license details.
Remove now outdated/dated 'new' & 'V4' references.
Normalise on 'base OS' reference such as we have in our docs.
Update installer license text re move to a 15.4 base OS.
Clarify the Package/Installer Licensing distinction.
Update outdated dates.
