Add Dev/Advanced-user/Rescue Tumbleweed download section #70 #72

Fixes #70

Includes

Determining intra base OS list order to be: Generic (x86_64), Pi4, ARM64EFI this order was previously random.
Asset Tumbleweed base as preferred over EOL 15.3.
Removal of now replicated in docs rpm install method instructions. Link to new howto provided instead.
Update downloads archetypes.

@FroggyFlox just to note I've popped in the link, while updating the downloads page, to your new HowTo re rpm install instructions intended to tidy-up/unburden our downloads page. Bit of scope creep but nice to get this in given the increased entries now via the Tumbleweed entries core to this pull request.

@FroggyFlox Thanks for the review and catching my typo/spelling: copied twice over no less! Nice. Rebuilt and all looks OK so I'll get this one out.
