Add a section to the repo for architecture #14944

I recognise that the 'final" version should probably be in the Wiki, but this is great place for it to evolve into that final version.

Anyway, this is my vision of version 0.1 of our monitoring infrastructure in reponse to this issue

I'll also add that the action I have added to build the diagram(s) is a bit pants. It is my first time using GH actions plus I am not completely clear about what we will do with archi diagrams yet. It is a start though...

This isn't really a problem as we will be squash/merging anyways.

Just did a new commit with the spelling errors and fixed the easiest pylint error
