Make suggested Title match issue template. Also fix spelling and grammar in a few places.

Incidentally, "targetted" may be a valid spelling, but is extremely rare: https://english.stackexchange.com/questions/205815/is-targetted-a-standard-british-english-spelling

@nazunalika Looks like you applied some of these changes along with your other changes in direct commits to development branch, thanks! However, looks like you broke the URL again, in a new request can be opened at [SIG/Core Issues](git.resf.org/sig-core/meta). (missing https://, so would be treated as relative).
