Low disk space email reminder #295

Reason: it is necessary for users, who do not understand, why when restarted 
the vps, soft in veid does not work properly. 99% of the problem is a lack of 
disk space

Description:
Requires settings in percents of disk space left, then once a day came a 
reminder how much more space left in megabytes and disable reminder by user and 
admin.
