GH: Restructure PR title validation #54

Unknown error in https://github.com/roclub/helm-charts/pull/58 Currently enforced per ruleset from workflow-template repo.

To Do: sync config json and yml workflow file via sync process and not enforce via ruleset. Maybe error comes from corrupt JSON being synced
