Don't force users to build rocm binaries #45

the package opencl-amd-dev already contain all the binaries of rocm for arch. Use it instead of forcing users to build rocm from source.

Current version of opencl-amd-dev package solves this issue itself, see discussion here. Therefore, this PR is no longer relevant if users upgrade to version 1:5.4.1-1. Feel free to close it.
