There is a rocm function missing in xla causing linking failure. tensorflow-2.15.0/third_party/xla/xla/stream_executor/rocm/rocm_driver.cc tensorflow-2.15.0/third_party/xla/xla/stream_executor/rocm/rocm_driver_wrapper.h
