Documentation for CQE.

The goal is to provide info on setup and enable CQE to run binary and operator tests

We might have to add documentation for cub-hip dependency as well if we are supporting that.

@rohithkrn @ashishfarmer just restructure the readme page. should be cleaner now. @rohithkrn agree we should add info for cub-hip. Can you add an installation page for that? This one can be a separate PR .
