• [x] Move mock-responses in cypress tests to fixtures & update project structure document to remove mock-responses references
• [x] Refactor some CSS so the module structure more closely resembles the file structures themselves.
• [x] Combine resource and policy reducers into one application state
• [x] Move theme-util constants into the constants file.
