Default template for 'create release & deploy;

During this release remember the following (.env / db data migration / static raster-files to update / etc.)

Remember to remove PHL dengue/ETH malaria/UGA drought/ZMB drought from countries.json disaster-types before copy-pasting it into POST /country
...
