Default template for 'create release & deploy;

During this release remember the following (.env / db data migration / static raster-files to update / etc.)

STICKY Remember to remove PHL dengue/ETH malaria/UGA drought/ZMB drought from countries.json disaster-types before copy-pasting it into POST /country
Blantyre flash-floods related (move to next release item if needed) > see #926
- add users
- update event-areas on production (using new endpoint)
- update static data (schools/healthsites/waterpoints/roads/buildings) via endpoints
...
