[Dashboard] update referral axis table to show current options #221

Is your feature request related to a problem? Please describe. The referral list in PowerBI is not the same as the one in Espo and so the referrals right now appear as "Blank".

User Story As a HRC health lead I want to see exactly which referrals have been given So that I report on them

Describe the solution you'd like Update the axis table of the dashboard to match the options for the referrals available in Espo.

Additional context The referrals available in Espo are:

We probably need to do the same as we did with the vaccine list: give the dashboard list and the espo list to HRC health and then ask them to tell us which options from the "old" list should be which options in the "new" list.

@angelinaRC is it possible to paste here the current PowerBI options for referrals? Then I will ask HRC health to check the two lists for us.

As per my call with the health team today, we don't have to make the past entries make sense, since they don't have to report on it. So we only need to update the axis table in the dashboard to match the current options so all 2023 entries are shown.
