I propose the following activities, an estimate of time, people required, and the purpose of each activity:

  1. Engage with competitors in the space to understand what their objectives, scope (geography, disaster type, disaster scale), and plans/roadmaps are (Richard or Product Manager/ Jacopo, 20 hours). The purpose is to identify gaps that are not being filled by an existing actor
  2. Create a list of emergency response co-ordinators in NSs where we have a friendly relationship (bi-lateral partners?) where there are both a) emergencies likely not to be covered by main competitors identified in part 1 b) hazards/likely disasters that we feel ADA could add value (Jacopo, 10 hours) - the purpose is to create a list of people to do some in-depth research with
  3. Engage with 10 identified emergency response co-ordinators in NSs to explore a) what informational needs they have early in a response b) demonstrate ADA to see if this can be of help to meet those needs, and if so what format/timeframe etc c) what additional content should be added to make it highly valuable/impactful for NS (designer / Product Manager, Richard / Jacopo, 40 hours). the purpose is to clearly identify what data in what time frame in what format needs to be provided to whom in what context to deliver real impact
  4. Research how data required to add significant value can be obtained in a timely manner and if we can get this for free or if we would need to pay for it (Jacopo, 20 hrs)
  5. Agree with a subset of enthusiastic NS's who appear to be in the sweet spot to trial ADA (have ADA on standby) with them (Jacopo/Richard, 20 hrs)
  6. Create a clear plan/decision points etc on how to deliver ADA content at very short notice to NS's whom we've agreed with in step 6 (Jacopo, 10 hrs)
  7. Steps 1-7 are estimated to take 120 hours. Use the remainder of the budget / DRU emergency funds to run 5 pilots within a 12-month time frame with NS's to test the value that ADA can provide
  8. Full assessment of the success of the pilots undertaken to decide on whether to continue with ADA as is, adapt it, or mothball it.
