A place to track network layer implementation progress.

TODO:

[x] scaffolding for message declarations;
[x] structures needed for a network handshake;
[x] node implementation using usocket library, able to perform a handshake;
[x] more message declarations;
[x] chain supplier API implementation for a gossip protocol node;
[x] trivial peer discovery implementation;
[x] docs and examples.
