Deployment of a new instance dedicated to the monitoring of our nodes #6

Currently system and software monitoring is done locally on each node. Solana-Watchtower is done externally through the free service from Stakewiz providing alerts on Telegram. We plan to move to a new instance dedicated to monitoring that we own.

AWS t2.micro instance started in Paris DC. New DNS entry configured: monitoring.greenhouse-crypto.com -> 13.38.86.8

We plan to migrate the existing influx database to this dedicated instance and install chronograf for alerting routines
