Installation of modules without metadata nor modulefile fails

Because of fetch_dependencies:

parsed_metadata['dependencies'].each

I will have a look..

Most of our modules we install with librarian-puppet have only a Puppetfile. I don't see why this should be disadvantageous or even not supported. wdyt?
