Release 2.5.0 #948

Hi people, I think it would be really awesome to get a new puppet-lint release out there. There are a few changes that Vox Pupuli would like to see. I bumped the version and run the changelog rake task. The new changelog/diff looks sane to me.

for appveyor I was hoping to just use a newer ruby version but that doesn't do the trick: https://github.com/rodjek/puppet-lint/pull/949
