My edits to paper 2 #4

I've started going through paper 2 and so far only gotten to the abstract and intro.

The intro super doesn't work as written. I'm into these things and my eyes immediately glazed over. I think we really need to start with the application first (and tie things to paper 1 better) and move the GP intro stuff later (and probably trim it down).

Here's my first stab at this restructuring. It's very rough, but I think it's moving in the right direction.
