Minimum ground speed setting for windy days #388

When going into headwinds, the aircraft typically slows down even though it has 
more than enough power to speed up and handle fine. Speeds often drop below FBW 
min and there should be a minimum GPS ground speed setting that overrides the 
throttle cruise, etc, in the event of stronger winds.
