edit icons and add icons dialogs don't appear at all

What steps will reproduce the problem?
1. first when i run your application and then click any icon for long period a 
menu appears when i click edit icon nothing happens or nothing appears
2. also when i long click any free place a menu appers when i press add icon 
nothing happen or appear
3. every thing is working after i go to options just open the options dialoge 
even i dob't change anything and exit even witout saving from options menu the 
edit icon and add icon dialoge appears and every thing works fine but when i 
exit and run thae application again the same behaviour comes back and i can't 
see edit icons and add icons dialoge

What is the expected output? What do you see instead?
i expected to see the dialogs for edit icons and add icons dialoge but nothing 
appears

What version of the product are you using? On what operating system?
i use the latest pnd version 1.5.4 with hyundau ub5 gps with wince6

Please provide any additional information below.

i recognized where the error comes from
my pd is wince6 but when i tried the program in wince5 enviroment it worked 
just perfect
so i think there is some bug with wince6
