Make GSS ROS independent #119

Removed all ROS stuff. GSS works with all Python lanelet2. Added conda environment gss using conda-forge that works with both micromamba and mamba.

One more thing I just noticed: The scripts/run_scenarios.bash script still references python3.8, maybe that should be changed to python3 in this PR as well?
