add dependencies installation script

We have to stick with the official Python3 tools and packages provided by Ubuntu as much as possible.

Should we submodule https://github.com/splintered-reality/py_trees to pin the version we're using?

Testing Python dependenices

• Remove all packages

  $ pip3 uninstall numpy scipy glog matplotlib py_trees antlr4-python3-runtime tk sysv-ipc

• Run scripts/install_dependencies.py
• Check that all packages are there:

  $ pip3 list --user --format=legacy | grep -E "((numpy)|(scipy)|(glog)|(matplotlib)|(py-trees)|(antlr4-python3-runtime)|(tk)|(sysv-ipc)) \(([0-9].?)+\)"
  # Should list all packages

Testing

• Make sure you're in geoscenarioserver for this test:

  $ cd ~/geoscenarioserver

• Clean environment:

  $ rm -rf .venv catkin_ws
  $ python3.8 -m pip uninstall numpy scipy glog matplotlib py_trees antlr4-python3-runtime tk sysv-ipc antlr-denter
  $ sudo apt-get remove python3.8 python3.8-dev python3.8-venv python3-tk python3-pip libpugixml-dev ros-melodic-mrt-cmake-modules ros-melodic-lanelet2

• Run the install script:

  $ bash scripts/install_dependencies.bash

• Add the lanelet2 module location to your $PATH:

  $ source catkin_ws/devel/setup.bash

• Make sure you can import in Python 3.8:

  $ python3.8
  >>> import lanelet2
  >>>
