Change list

Update to object-store 0.9
Update to latest maturin
Move python code into python/ folder as recommended by maturin
Update ruff, pinning it to the version in .pre-commit-config.yaml
Fix import of ArrowFileSystemHandler in docs

This is independent from https://github.com/roeap/object-store-python/pull/4

By the way I'm happy for you to squash my commits into one on the main branch if you'd like; I usually find that makes easier to follow commit history
