Make larger matrix groups act #12

We need to be able to act by 2x2 matrices with coefficients in Q or Q_p.

This is a bit delicate, isn't it, because these won't generally preserve the filtration on the coefficient modules?

This is fixed by the Sigma0 stuff (7fc7ec6ac10aca15be6accda7feb396ac749a36a)
