added binaries (compiled by gcc 7.4.0-1)

thanks for providing windows binaries for @raulpuro . i can't merge this PR of course, as it would clutter the git repo, but it's cool to have them downloadable via this PR, so i'll leave this open.

i just pushed a new release tag and uploaded linux binaries which should work even on windows + WSL. http://ftp.barfooze.de/pub/sabotage/bin/agsutils-0.9.2-linux_bin.tar.xz . i suspect they should work better (not only because some bugs were fixed), but also because WSL env provides a proper shell so e.g. agsex tool can be used for automatic unpacking and packing.

closing this as we now have native win32 binaries in releases, e.g. https://github.com/rofl0r/agsutils/releases/tag/v0.9.7
