This PR aims to improve the developer experience which hopefully encourages more people to contribute to the project.

What i plan to implement here:

[x] A complete Devcontainer
[x] Frontend CI
[x] Docs CI
[x] Stronger Python typing
[ ] ~~A minimal Developer documentation~~ (Moved to a new PR)
[x] Migrate to Vite for faster development
[x] Set up frontend test framework
