Connect to external database #765

Good afternoon. I want to use an existing PG installation. in the code I met the use of the DATABASE_URL variable, but its overriding does not work ((

Sadly it is not designed to connect to an external database, I do see the use case for that tho.

Will look at this in the future but won't have time to do it right now
