Not able to uploaded the code for NUCLEO-F103R #930

I am not able to upload the code on Nucleo-F103R. The Arduino is installed on new laptop as old laptop is crashed. I was able to uploaded on old laptop without any issue. Can you please confirm below option ?

I see below message on clicking upload but nothing upload on the board. Also LD1 on board doesn't show any indication of uploading.

I think Arduino 1.8.5 doesn't work with Windows 11. I used Window7, and the code is uploading fine.
