Download speed limit #99

The Download speed limit in the download client settings doesn't work with the simple downloader. Haven't tested with multi part.

Same issue, tested with multi-part, worked fine.

I had a look at this, it looked like it was working fine but it wasn't calculating the average speeds correctly.
