IPNI Pre-registration detection system #102

Currently we look for new names in the IPNI dump each month by the created date and the fact they are not suppressed. Unfortunately the pre-registered names are entered and immediately suppressed then unsuppressed when they are published - so the don't appear to be new when they come out.

We should be able to detect this. Suppressed names that are created recently but don't have a published date yet are the pre-registered ones. We need to pick these out when they are modified.

@AlanElliott82 Do you feel you can do this manually or should I write something to try and automate it. It seemed like a good idea when I created the ticket but you've been doing fine so far....
