Weekly updates of the PlantList on the staging server for testing #80

People have been asking to use the public name matcher against more recent versions of the data. We could facilitate this by publishing the Rhakhis data to the staging server every week. This would also act as a good continuous integration test for the Plant List front end so we don't get surprises on the solstice.

We need to add flags to the interfaces on the staging server so people know what they are looking at.

We need a system for numbering these intermediate releases so nobody is tempted to use them for real. 9999-99 would be good as it would handle any sort order issues and keeps the format.

This mechanism is now in place and set to run Sunday evenings.
