Redirects for TPL to WFO Plant List - a detailed plan #97

Put together a detailed proposal for retiring TPL to put before council. This should include.

1) Change DNS to point the old domain at the current Plant List server. 2) Set up a virtual host with appropriate rewrite rules. 3) Script to redirect to WFO Plant List. 4) Time estimate.

Instead of redirecting the team at MO have blocked it from all search engines that does the job!
